Broken cement mixer!

Just gone to use the mixer for the first time since last year and..............it won't turn!
I can hear the electric motor running but there's no movement anywhere, took the side panel off and the belt is in place but I can't turn the pulley. I figure that either the motor is siezed up or something has rusted solid.
It's only about 18 months old and hasn't had a hard life where can I get it fixed?

take the belt off and see if the motor pulley is turning ok with the motor switched back on.
that will isolate one problem.
if its the main drum bearing stuck, then soaking it in wd40 or similar for a day may free it off.Get some gorm.0 -
If Ormus' ideas don't work then you can take it to a tool hire place and they will repair it for you.0

Thankyou both.
Will try and take the belt off the pulley but I think it needs a professional repair job.
