Sky 20mb BB - BT line installed but not connected (moving to new flat)

Will soon be moving into a new flat. It has a BT line installed, and already has a Sky dish on the wall.
Have compared prices for broadband, and considering that the phone exchange is just across the road and Sky and TalkTalk are the only LLU providers and there are no cable options available, Sky seems the better option. I hope I will get close to the 20mb service, although I understand even though the exchange is across the road the line may take another route (and line length matters).
Do I need to have a connected functioning BT line before I can apply to Sky for broadband? Would BT insist on a minimum term contract for just a straight land line connection, or could I get the phone line connected and as soon as I can place calls get straight onto Sky?

Yes,as the ordering database wont allow the order to be processed without it.It needs an active number showing up on BT's database.0
