The car was scrapped.

Garages regularly take MOT failures to "scrap" which they then repair on the side and sell on.
If the car had been scrapped I would have expected the garage/scrappie to submit to the DVLA the car had been destroyed prompting enquiries as to ownership.
OP needs to notify DVLA asap. It wouldnt surprise me if the car is being driven somewere or sitting being fixed.0 -

my 'fine' was waived over the phone and then they confirmed it to me in writing.make the most of it, we are only here for the weekend.
