Just one last question, if he applies for the assessed loan/grant how does he show that he has no income? or rather will have no income from September 2010, I assume he needs to prove that ?

He has said it has two versions the one for assessed and unassessed income but both have the reference "household" income. So I am not sure.

Do you know which section asks for personal income?

I would've thought for household income, he just puts down what he earns? I know you have to do that if you're not living with parents. (and are classed as independent)

There is a bit in the guidance stating that an independent student living with parents can still claim the elsewhere rate. It's neatly hidden away though.

It must be I cant see it!! I will take another look.

It's not in the guidance given to students, it's in the assessors guidance documents. Don't waste your time looking!

Thanks for that I thought I was really missing something.

There seems to be no guidance for the student that fits his circumstance. What use is it to him to have the assesor know what he is entitled to if he doesnt claim because he doesnt know he can.

There's certainly more logic to it if that's the case.

I've just tried looking for the exact bit in the 10/11 guidance, and it seems to have gone walkies. I know we as an LA have always done so previously, as we take the view that an independent student shouldn't rely on their parents to subsidise their accomodation costs.

We've done so for every one of our students though. I'll have a word with my boss in the morning see if she can find the exact paragraph. It's in there though, and the boss would know. They have hard copies of every set of regulations dating back to the 1970's
