Car in for repair, charged, but issues continue - asked to pay again

The turbo recently went on his car, started whining then a complete lack of power. Took it to a garage for repairs, total cost parts adn labor was approx £800
He got the car back and instantly noticed the whine was still there.
He's spoke to the garage and theyve said that the issue is probably with the turbo and that theyve spoke to the supplier who will replace it if it is indeed fault. What they also said was my friend will have to pay for labour again :mad:
Now surely he's paid £800 to have the car fixed, had it returned with continuing issues, now wether this is a fault with the replacement turbo or a issue created when it was fitted, surely he shouldn't haev to pay for labour again?
He uses his car for business and has currently been unable to work for about a week.
My take on this is he paid for an issue to be resovled and it hasnt been fixed. Downside to this is he stupidly paid cash :eek:

its down to the garage to claim labour cost from supplier if the turbos faulty0
