    Scammers used to use Western Union but so many people caught on to the fact they were being scammed that they have now switched to a paypal scam instead.

    It works exactly the same as the Western Union scam and relies on the fact that people believe emails and don't double check.

    The seller will get an email, supposedly from paypal with all the usual paypal info and in the same format as a real one. However, it will say that paypal are holding the payment on behalf of the seller until item is shipped, at which point the payment will show as cleared funds in the sellers paypal account. Obviously the email has not gone anywhere paypal as they don't operate an escrow service, but some sellers believe it and don't actually check their paypal accounts. Item is shipped, and only at that point does the seller log into paypal to look for their payment, and then realise that nothing in fact came via paypal and they have been scammed.

    There is also a version of this with Nochex where the instant payment email (but a fake one is sent) basically saying the same thing. I've also seen mention of a bank transfer scam on the same lines, but haven't actually seen one of those emails.

    Report it to eBay as a scam. Forward his emails and the Paypal scam email. Hopefully he will get kicked off, you will get your fees back and can either relist or offer a second chance to another bidder plus he wont be able to leave feedback. You may need to be persistant with eBay though.
