    Some phones might allow data to be used on a network with the same MCC, but the iPhone doesn't. I know this very well, having been an Orange customer when national roaming on to T-Mobile was first allowed. I expect that Sure's advice is not aimed at iPhones.

    Unless you really need data roaming, the best solution is to disable it at network level... Do not rely on the phone's own settings.
    That won't work well when roaming surcharges are abolished within the EEA from December 2015, unless the networks specifically allow surcharged data roaming to be disabled, allowing non-surcharged data roaming to continue.

    The page and section i have linked to is specifically for iPhones, it may be that the newer software is better and that Sure mobile have not updated their page.

    To quote:
    "iOS 4s iPhones or later


    Settings > General > Mobile Data (or 'Cellular') > Mobile (or 'Cellular') Data Network > Switch off 'Cellular Data'


    * Due to the nature of the device we can not guarantee that you will not incur data charges when roaming non Sure networks."
