Note that they specifically say that turning off data roaming will not stop your phone using data in the UK and you will get charged. As i said it doesn't know the difference between UK and CI networks..0

Some phones might allow data to be used on a network with the same MCC, but the iPhone doesn't. I know this very well, having been an Orange customer when national roaming on to T-Mobile was first allowed. I expect that Sure's advice is not aimed at iPhones.
The page and section i have linked to is specifically for iPhones, it may be that the newer software is better and that Sure mobile have not updated their page.
To quote:
