This year's ISA for me & the mrs

What should I do with this year's ISA allowance for both of us?

Put some away in a cash ISA (paying about 3.2%) or go into S&S ISA but choose very low-risk funds (bonds, etc)? Over the years, which would prove better? I am sure the interest earned would be between 3-4% whichever I choose. But, I am looking for a safer option.

For example: Would I not be better off putting away say £5100 in a Nationwide Bond earning 4.75% for 5 years rather than put same amount in a low-risk S&S ISA? Would the interest not work out similar at the end of 5 years?
