One respondee referred to the fact that I didn't ask for advice. Well, I wasn't really asking for advice, but was wondering if anyone else had had the same experience. However, if anyone is able to give me advice that will enable me to receive the item without paying extra postage and the £1 "handling fee", such advice will be gratefully received.
I expect this problem has arisen because the item is thicker than the rules allow and the receiving post office missed that fact.
However, it is the case that the Post Office accepted the item and the payment as being suitable and they issued a Certificate of Posting.
I have written to the Post Office stating;
Firstly, I think that they made a contract with the sender when they accepted the item and the money and issued a Certificate of Posting.
Secondly, I claim that if it is within the Post Office Rules for them to do as above and still be legally able to claim more money from the recipient, there is something wrong with the rules.
Thirdly, I said I will be writing to my MP if I don't get a satisfactory answer.

if its an eBay item then claim a refund or let the seller sort it out
what post office did you write to?
your theory falls down in the fact that a post office (running as a stand alone business) would be making less money on postage to allow royal mail to make more profits0 -

I am in touch with the sender and they tell me that they paid what the Post Office asked them to pay; they asked PO for a Certificate of Posting and PO gave it.
The sender has however asked me not to take any action that could possible embarass their local Post Office, so this has now become merely an academic discussion.
I will be paying the excess postage and the handling fee £1.51 in all.0 -
I'm pretty sure that any action taken against their local post office would be done without letting them know who made the complaint. Either the sender didn't get a COP but has said so to you just to save their own embarrassment (and possibly having to send the £1.51 to you) or they have an incompetent PO that needs a refresher course in how to charge the correct amount of postage at the counter. Have you tried asking the sender to send you a copy/scan of the COP that you could take with you to the delivery office when you collect your item? This might get you out of paying the fee!0

the OP can wait and see what postage is on the item when they get it
i doubt the delivery office would accept a scan of a COP given they have to account for all charges0 -

OP it looks to me as if the stamp has fallen off the package. Therefore the price would be for 51pence for a standard large letter size(2nd class) , plus the £1 handling fee. So it could be that the sender hasn't stuck the stamps down hard enough.
Am afraid it does happen, and unfortunately someone has to pay when this happens. The item is taken out of mainstream mail and treated differently when insufficient funds are on it. Therefore there is a handling charge.4 Stones and 0 pounds or 25.4kg lighter :j0 -

Thanks for your comments. Ivory, I do have a copy of the COP, the sender emailed it to me as soon as I contacted him about the problem . That's a good point Mazza re the stamp maybe coming off - I will look at that. I am going to collect the item today.
