Are you sure you'll have to get a new phone line? You shouldn't need to pay the full whack in most properties - it's only if the connection is damaged in some way, if you can plug in a phone and get a dial tone then you'll be fine.
If you do need a phone line installed you can get it cheaper when you sign up for BT broadband and phone or Plusnet broadband and phone (£50) or with BT when you get broadband, phone and TV ('free' but plus an increased monthly price on your bundle deal).
You can get Sky TV without a phone line but for Sky broadband you will need to get line rental from either BT or Sky (Sky is cheaper, £11) because it's ADSL broadband.
The only way to avoid getting a home phone is to go for Virgin Media standalone broadband but you'll need to be in a cable area. Have you tried checking you postcode on Samknows or the Choose broadband deals site?
