First Time Buyers Advice Please

Good afternoon,
we are firsttime buyers and have found a property that we both like on at £184,500. Spoken with the mortgage people who have offered us the mortgage we want and we are now looking at going for a second viewing prior to making an offer.
We spoke with one of the solicitors recommended to us for a quote regarding fees and disbursements. On the quote that came back he has quoted the need to pay £1845 stamp duty? I believed that the chancellor announced in his budget an exemption on properties up to £250000 for first time buyers.
Have we got this wrong or has the solicitor just quoted a standard rate with no thought to the fact we are first time buyers?

I don't think that is correct, as a ftb I have read a lot about stamp duty and never seen about paying and refunded.:exclamatiScams - Shared Equity, Shared Ownership, Newbuy, Firstbuy and Help to Buy.
