I think elderly ladies might have been brought up to expect not to pay for their own dinners - lost in another time. I think some people are just plain scared by life and what might happen financially, especially if left on their own after a life of partnership. You might call it a lack of confidence. Real meanness is a vicious tongue, a desire to score points, relishing others' misfortune. Sometimes the financial insecurity and the social viciousness appear together, but not always.0
