Paypal hold money for 180 days!

Paypal limit my business account twice this month and now suspended permanently. I had 4 chargeback from buyers i refunded after Paypal email stating the payments were on on hold for further investigation and not to send item. Later the same day Paypal email me to refund buyer or provide proof of postage and i gladly refunded at least I was lucky not to send the items. Few days ago PayPal limited my account until i provided them with proof of postage, supplier info and other details which i provided when my account was first limited anyway to cut a long story short i provided all info again

Next day i received a email my account was suspended permanently because i pose a threat to eBay and Paypal. I emailed 8 times but recieved the same email "sorry mrs begum our decision is final". I made 17 calls and the only person who bothered to tell me why I was a threat to Paypal and eBay was "I refunded too many buyers and have had too many disputes". My explanations made no difference that all the refunds were made due to Paypal suggestion and the chargeback for the same transaction after refunding full payment which was being held by Paypal and my only dispute was from a buyer who chose to open a dispute for testing and that is what he mentioned on his dispute page. After a 19.06 minute call Paypal rep suggested he couldn't do anything and i should email Paypal with my explanation

I emailed Paypal again for a review requesting for this matter to escalated and not hearing anything after 72 hours I called Paypal to be transferred from one department to the other until i was put trough to someone from the limitation department. I explained everything again to be told sorry but we can't reinstate your account and you can't do anything. So my Paypal account would remain suspended, money held for 180 days and all this because i I refunded 4 buyers Paypal TOLD me not sent item and 1 buyer opens a dispute for testing

Any suggestions what i can do to get reinstated. I was making a decent amount of money on eBay

    Your first paragraph confuses me a bit, it is not possible to get a chargeback if the paypal payment has already been refunded. Can you clarify?

    Also are you 100% sure you were told not to send item and this wasn't just the routine hold in certain categories?

    It does sound like you are having an undue amount of problems. What I can make out from your post (yes i understand you are upset) Is your account was suspended twice before? Why was it suspended before? What was done to sort these problems out?

    How many things had you sold over the course of the 4 "do not send" items? If you'd only sold a small handful, it's a lot of items in a high risk category. If you're selling hundreds of items a week, 4 items isn't much (but still a lot more than normal).

    It also sounds like you're being targeted by people who are paying with nicked cards (hence the "refund or prove you posted it" type emails. Proof of postage covers you for fraudulent use of cards)

    Do you sell things that scammers are known for, such as mobiles (phones, not the things that hang in your window and spin in the breeze ;)) or laptops?
    Back on MSE after a 5 year hiatus.

    Try telling this to Paypal. Paypal has closed the cases but this is the new trick frauds are using. i wouldn't get too much into details how they do it

    No it was not the routine 21 days hold. i am fine with the 21 days hold

    Twice including this time. Last time the system was flaged maybe because i just started to sell. I was only buying for the last 2 years. I sent them my bank statement, supplier invoice and tracking numbers for few items i sold. Everything was fine for 2 weeks because i did not have no sells but soon as i had few more sales they blocked my account. Last time i did not have no money in my Paypal account wish they never released it then. Now i have money in my account and just started to enjoy selling, having spent lot of money on wholesale directory etc and hour of research

    Not many sales but is it my fault out of 14 sales 4 were frauds? Atleast Paypal lost out nothing and i did do everything they suggested. I read somewhere Paypal make money freezing account and I'm not sure this could be true at least after what happen to me without any reason. I am trying my last option a friend gave me Paypal executive department email, hope they understand

    Good luck, but I doubt you'll get anywhere.

    At the end of the day, their Ts and Cs say they can refuse to allow people to use their service if they want to (it's more complex than that in the actually document though ;)).

    They already understand your a high risk account . That is a high level of fraudulent sales 4 out of 14 which points to the fact you weren't protecting yourself enough (by setting tight seller preferences and good listings) that points to you as high risk. So pay[al are within rights to refuse you the service

    I hope I am wrong but my feelings are someone (competeter) intentionally reported me and the 4 chargeback. It is strange someone would buy and on the same day open a dispute and all 4 chargeback are unusual. All 4 were initiated within 72 hours of sale. From all post here I assume that It is my fault because some fraud decided to add a Paypal account, no listing braches within 6 months because they all are new? I posted on this forum for suggestions because reading all post I thought someone might be able to suggest something but no I am once again being told that it is all my fault.

    That's not quite what you said in your opening mail, that is why I was confused.

    OK, so can you please clarify, exactly what did happen. Did paypal stop the payments or did the buyers?
