Section 154 of the Road Traffic Act states that you are entitled to the details of the third party to make a civil claim against them for the damage to your vehicle. That's CIVIL law, not criminal, and sadly a lot of police desk staff don't seem to know the difference.. You normally have to put that in writing to the police else they will attempt to charge you for a police report. That is, of course, if they know who that person was.
If they don't, and you don't have the reg of the third party vehicle, you're pretty stuffed.
