    No it isn't.

    Of course you don't need domains to spam from. But the spam industry still needs the domains so they can spam people to buy from them

    And as such they go to other domains, and just use raw IP addresses (you don't need a domain to host a site). Even with the "requirements" to provide your info, spam is still an issue, even if we went all crazy and it was required everywhere, there would still be spam and domains etc, so is it worth restricting that much?

    The point of the difficulties mentioned in the OP is that they don't get their domains using stolen credit card details, not that they don't get domains.
