We need to keep a copy of the card number in case there is a chargeback later on. If we only had the last four digits, tracing a customer might be a little difficult.

(Chargeback is where the card company refunds the customer and takes the money back from our account).

Chip & PIN - Chargeback - Don't make me laugh.

As long as a card is verified with a PIN at point of sale (not matter who uses the card), the retailer is guaranteed their money!

Using a card and PIN in a shop is like using a card and PIN at an ATM - no human intervention, hence the large rise in fraud at ATM's.

Not so, the cardholder still has exactly the same rights under the credit act whether the card is C&P or not.

Consider the case where a customer walks into a shop and pays (using C&P) for goods that will be delivered later. The retailer still has to deliver these goods in line with the contract or the cardholder would have the right to perform a chargeback.

Unfortunately consumer rights seem to be diminishing when it comes to fraudulent transactions verified by a PIN.

    Banks Pass Buck on Fraud

The Banks are PINning the blame on us.

Chargebacks - The example you give is valid. I was however referring to face-to-face transactions where PINs where used for the purchase of goods or services there and then. Retailers don't give a hoot (and why should they), who uses the card so long as it's verified by PIN.

The Chip in my GE Money card is still kaput - I await a replacement.
