Very true.
In a flat I use to live in several of the top floor flats had been burgled via a hatch in the central stair well. The burglars would then come through the ceilings of the flats.
The ground floor flats where not touched as while they were set back from the street passers by could clearly see if someone was up to no good, and the middle flats where left alone due to the burglars having to break the door to get in and out of the flats.
So regarding whether a flat is easy to break into or not, or worth more than another depends on each building and location.
Though one thing with ground floor flats is that you can never keep the windows open if you are not in.I'm not cynical I'm realistic
