how can i find out what water/waste pipes in liable for?

I live in a block of flats 4 in block 2up/2down
my downstairs neighbours drain outside their back door is blocked, this is a common problem and we normally clear it ourselves, i have a drain at bottom of my access stairs
then there is a manhole cover and a cpl of feet before this on the paving slabs manhole is written on this also, we think this has collapsed or is blocked
whose responsibility is it? ours or scottish water

Generally if the sewer is on your land, it is your responsibility.
If your flats are very old(pre-war) there are some exceptions where the council have responsibility.0 -
cheers for that, i think they were built around 1900 but will need to check my title deeds0

1930 odd is the cut off so if its early 1900s speak to the water companyneed to have a lightbulb moment0

Sewers prior to 1937 are the water companies responsibility, post 37 are the homeowners. If you have problems ring your local Council and ask to speak to an Environmental health Officer for advice.Find out who you are and do that on purpose (thanks to Owain Wyn Jones quoting Dolly Parton)0 -
There is now talk of the water co's being made to adopt any and all multiple occupancy sewerage pipes, ie more than 1 dwelling. dont know quite when its happening0
