    Why not transfer your old ISA (Issue 1) somewhere else and then pay money into Issue 2.

    Your assuming he has the money to do that, and or the ability to save more!

    Thats fine, as long as you have the liquidity available.

    Otherwise, losing 3600 of your allowance doesn't make any difference, although, if this was me, id be more inclined to do it at the END of the tax year (before 5th April 2011), rather than the Beggining of the year (ie now). but then you have lost the extra interest you might earn over THIS year.

    Do you have earning power? or not?
