Whatever the circumstances you do actually owe him the money. So in any event you should have it stashed somewhere ready for when he remembers your job. He may have forgotten for several reasons so some contact from you might refresh his memory.I can afford anything that I want.

Just contact the original installer and ask him when he is finishing off and you want it done within say 7 days as its now taken too long.
You owe the money so just keep it aside and await the invoice. Seeing how some people keep their accounts records it doesn't surprise me at all that people sometimes forget to invoice!
On a technical point, not sure it ever becomes statute barred though from your side though as the invoice hasnt been raised or work finished off0
