Ventilation vs Freezing

I have a back boiler and I have had to have a bigger ventilation hole/grid fitted. I realise its to prevent carbon monoxide poisoning, but the temperature in my downstairs room has dropped by 5 - 7 degrees and its very cold with the wind and cold air blowing through. The same gas man who told me it was illegal not to have this vent also told me lots of people block them up. It cost me over £100 to have it fitted and I dread to think what my bills will be like. It's just so cold - any ideas what I can do?

    I'd block the vent up and buy a carbon monoxide alarm/detector to be on the safe side and locate it close to the boiler.
