CP Plus fine in Disabled Bay: forgot my badge

Hi,
I got a fine from CP plus when I parked in a disabled bay and went in to ask somone in the hospital what I should do because I forgot my badge. I had to park ina disabled bay as I cannot walk and use a wheelchair - if someone parks next to me in a normal space then I cannot get in my car! It was at the spinal injuries centre at gobowen so it's not uncommon to see people in wheelchairs! Anyway, I came out after not finding anyone in the hospital to ask what to do and I found the ticket. I wrote them a nice letter explaining why but they have rejected my explanations and still want to charge me. What can I do?

It is not a fine but a civil invoice.
From now on you can safely ignore this, and all the following letters from debt collectors/ solicitors.0 -
I was really worried about this. So I can really ignore further correspondance, even debit collectors etc? Please excuse my ignorance but the distinction between a civil invoice and a fine means little to me! Would you mind clarifying?0

A fine can only imposed by such bodies as the police and councils. Private citizens, such as parking companies cannot issue "fines", they can only present you with an invoice which you are at liberty to ignore.
As for debt collectors, again they are just private citizens with no special powers. They cannot enter your property, they cannot seize goods and they cannot blacken your credit record.
Another thing to note is that the blue-badge scheme does not apply on private land. As a matter of courtesy non disabled people should not park there, but if they do, then a private parking company cannot do just impose an unfair penalty on them for doing so.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
