tiscali or useless warehouse

A friend of mine is wanting to change his internet provider as he thinks he is paying too much.
I asked him who he was with and got don't know, can't remember, might be useless warehouse.
All this over MSN messenger.
So I told him to go to speedtest dot net and see what was reported there.
It says I am connected to Tiscali he types.
I do know that he definately has a BT phone line and I am 100% sure he is with useless warehouse so why is speedtest dot net reporting he is with Tiscali?

Since CPW own Tiscali, they may be allocating former Tiscali-only IPs to your friend, or, your friend could have been put onto a Tiscali LLU exchange if CPW has no presense there....0
