Orange SIM card won't activate

The other week I bought a new phone and PAYG SIM card from the Orange website. When I tried to activate the SIM online it told me there was a technical error and gave me a number to call, so I phoned that to activate the SIM. No text messages arrived to tell me it was activated and when I try to make a call, it says "emergency calls only". I called the activation number again a few days later to try again but it said the SIM was already activated.

So then I went into an Orange shop and explained to the assistant. He phoned someone up, then passed the phone to me and I spoke to someone who took the SIM card number and my password. He said I'd get a text message and then the phone would work. That was over 24 hours ago and I still have no text message and I still can't make a call. I tried calling the new SIM card but it goes straight to answerphone.

What else can I do? If it doesn't work how do I get a refund, seeing as I bought it from their website?
