Windows 7 Pro and Ultimate have secpol and gpedit. The Home versions don't.

Try Folder Options / View / tick ~ show hidden files and folders, then
Folder Options / View / untick ~ the three box's below hidden files and folders.
Can you now use the ' run ' command to reach the two *.cpl's ?
If not, reverse the tick & untick above.
As a starting point, I'd uninstall & clean out Avira as a diagnostic task, and see if it's a cure.
