Newb ISA question sorry!

Hey guys & girls,
Ok I am a newb to all this, so back in 2008/2009 I opened an E-ISA with my current bank provider HSBC and I slapped in the full lot at that time. Ever since I have letting it sit and the account has over £3450 in it. Now my question is as there are only a few days remaining can I transfer this amount and top it off to £3600 to a new ISA provider?
