Just to clarify then, the old people who die each year because they are too scared/poor to put on their heating do not need the winter fuel payment, is that correct?

The same can happen to younger disabled people too.

People always use this as scare tactics but with the availability of Pension Credits there is no need for this to be the case for anyone.

Some serverly disabled people die due to cold winters, we cant regulate our body tempratures and get no extra money at all.

it not just the elderly that suffer in winter and benefits should be directed at the people who need them.

I'm not physically disabled but couldn't afford to heat my home this year as I was putting £60 a week into the gas & couldn't get the lounge above 13.5, after a couple of weeks switched it off & wore several jumpers etc a coat, hat, & gloves indoors & spent a lot of time in bed, as with no heating the thermostat was around 5. In our area we were only entitled to 1 severe cold weather payment this year & having a prepayment meter you have to have the money to start with. I'm just hoping that I don't have another 20-30 years of this to look forward to.

You must be claiming means tested benefits so you got an extra payment, people a few pence over means tested benefits level get nothing but have the same/more needs.
