Normal for Insurance Comp to want a copy of your driving licence?

Can't this be checked electronically with DVLA?
Would've thought that'd be cheaper than the man hours required to check paper copies if it can.
It can be checked with the DVLA but the DVLA make a charge for accessing the data so very few companies check each and every case.
The only company I know who do are Chaucer and they also check the claims database0
