Is Tenerife counted as Europe by the Nationwide building society from the point of view of withdrawing cash from ATM's?

Sure you will get answers from people who have been recently, but it is a strange one, AFAIK it is in Europe but not part of the EU. Have you checked the Nationwide website0

it is a weird one, although it's considered Spanish (Mount Tide's often cited as the highest mountain in Spain!) because it's not in the EU you're subject to the same duty-free restrictions as the rest of the world, so take care what you bring back in the way of tobacco & booze etc
Tenerife IS in the European Union and IS part of Spain (although it is an 'autonomous community').
The confusion comes from the fact that it is classed as an 'outermost region' of the EU (there are some others, including the French overseas departments and Madeira). Basically this means that they can opt-out of certain parts of EU law. In the case of the Canaries they have opted out of membership of the European VAT area. As others have noted, this means that for the purposes of duty free etc they are outside the EU. But the rest of EU law still applies, and they use the Euro.

in spite of Tenerife's Spanish status, I've always found the 'highest mountain in Spain' claim kind of amusing0 -

I see what you mean about it seeming odd, although strictly speaking it's true. It's the same as the claim (which you also often see) that the most southerly point of France is on Reunion.0 -
