You will need to be over 70 and on guaranteed Pension credit from what I have heard. Please don't bombard your supplier. The letter from the DWP will will have a helpline no attached.

Also, if your bill is in your partners name but you qualify, you'll still get it. BBC have a more detailed article: http://news.bbc.co.uk/1/hi/business/8577951.stm

BBC doesn't state its just for over 70's is states on low incomes too but doesn't define what a low income is

She says a quarter of a million people on low incomes and over the age of 70

The report could be of course slightly in accurate given it does state that in the link which kjsmith7 provided

If it does only include over 70 I think thats unfair because they already get help

    The link does state

The Department of Work and Pensions (DWP) is still considering whether people who already get help through a reduced tariff - a so-called 'social tariff' - should also get the £80 rebate.

    also it says

The rebate does not extend to Northern Ireland.

Is the guaranteed Pension Credit only for over 70's? That could be why.

Also, the BBC article means anyone over 70 who is already on a social tariff may get the rebate, not everyone on a social tariff (or at least I think)

Yes, old aged pensioners can get up to £400 in a "Winter Fuel Rebate", this is paid usually into the bank account. Of course there's going to be people who spend it on Christmas presents, but I think the majority rely on it and use it towards the Winter bills.
