    It's just a payment processor in your case. It's like having a problem in a shop then ringing up the company who makes their tills to get them to sort it out.

    As has already been explained, Paypal have just acted as payment processor.

    So what. You get the same thing if your online credit card payment is handled by, worldpay for example, or any of the other payment processing engines online, it doesn't mean they are responsible for the overall sale. That's between you and the retailer!

    If you opened an account now I don't think the transaction in question would appear in your account. However you would be able to open a dispute properly and type in the paypal transaction ID or the receipt number, it might require you to register your credit/debit card. Surely Paypal would be able to bring up the transaction details with the receipt number if you dont have the transaction ID number in your email.

    I very much doubt you'll be able to open up a dispute this way.

    I've just logged into my Paypal account and tried to open a dispute and it requires a transaction ID, without that number you won't be able to dispute the transaction.
    Since you did not have an account with paypal at the time of transaction they might not cover you for faulty items or items that have not been received. I really don't know how it works without a paypal account. If I was you, I would open an account and register the card you paid with. If it doesnt let you open a dispute then email them and see what they can do from there as they have already stated you need an account.

    Wouldn't it be quicker for her as has been suggested to actually contact the card company of the card she used!

    I don't think the card company would be able to do anything unless it was a fraudulent transaction. Paypal have already stated the OP needs an account to open a dispute, so once an account is opened they might be able to help more.
