I bought items online and was directed to a paypal site when i went to pay. I was asked to login or pay with my credit card if i did not have a paypal account which i dont. However, i have not been sent the correct number of items. emailed the company who said they would resolve it. to date they have done nothing and no longer respond to email. i contacted paypal who said they could not help with the issue unless i raise it via my account as a dispute. i sent them the email which i received when i paid and told them numerous times i do not have an account but they are not listening. is there a way of raising a formal complaint and getting round the unhelpful online staff?

The payment didn't go through paypal, it went directly via your credit card. Paypal have no involvement in this.0

It's has the technology to allow the payment to be taken from your card. You get an email from them just because it's their system. They are a web payment processor (so websites can take secure payment because they have no idea how to set up such a system themselves), not the actual method of payment, that was your card!
Paypal don't send you a bill or asking you to pay the money back do they like a credit card does!
If you get an account with them it's different, they end up involved because the funds then pass through your account with them as technically it's uploaded to your account then sent to the seller although it's all done in an instant.0 -

I have found paypal to be very helpful when I have recieved items that are not as described or damaged or not recieved the item at all. They always favour the buyer. I do have an account with them though so not sure how they would be able to resolve or look into the problem if you paid with your card via paypal (without having to login to account). I havent paid that way so unsure how it works.
Do you have a paypal payment transaction ID on your reciept of payment? You would need to open a dispute with the seller which probably requires logging into a paypal account then paypal do the rest of the work.A home without a dog is like a flower without petals.0 -

There will be but that will be only the sellers as the buyer doesn't have an account. I would be amazed if the op now made an account to already find one transaction there. Normally transaction numbers are only kept from the time the account was opened, not from previous transactions prior to having an account.0 -
