Seller Charged for Special Delivery then Sent Recorded

Well, it's three days since I sent the polite message and he hasn't replied so I have now left him negative feedback saying: "Charged for Special Delivery but sent Recorded & didn't reply to messages."
I don't like leaving negative feedback or marking down on DSRs but I think, in this case, it is only right to warn other people because it just wasn't ethical behaviour and could have caused a real problem if we hadn't been lucky with Royal Mail. It was also unbelievably rude not to reply when I contacted him about it - I don't understand people like this, I always try to be decent to people when I sell to them.0
