TalkTalk or Be broadband?

31.5dB attenuation should be delivering more than 10Mbps sync.
Full stats from your router immediately after a resync would be nice then some a lot later showing the errors.
It certainly sounds like the correct things were done on your internal wiring. A check on the stats reported using the inner "test" socket of the BT master will completely eliminate your internal wiring just to prove the point.
It may be that a fair bit of your line is on poles where it will be more susceptible to noise pickup or it could be something else entirely - whatever it is your ADSL will be delivered over precisely the same wires regardless of ISP. Moving from TalkTalk to any other ISP will mean that you connect to different equipment in the exchange. I serously doubt that that will lead to any major change but of course if something is faulty it may.
Moving your line back from TalkTalk would be the first stage. This may cost money or with luck just a 12 month contract on the line. There are alternatives who just resell the BT line who may be cheaper and won't rule out Be/O2 (who use the same network but have separate support and terms). Once that is in place you'll be able to order yourADSL. There will be a week or so of downtime.0 -
the other thing to consider is that generally BE is known as a gamers ISP as the ping is far smaller, I thing it is generally below 30 which is good considering most other ISP's are more in the 50 / 60 m/s mark.
If you go to beforum.co.uk and look in the section for what speed you can expect you will see that the line attenuation you have would fetch somewhere in the region of 16 - 17 Mb/s on ADSL2 +. This may be improved by using a filtered faceplate and / or the test socket to plug the router into.0
