Silly ISA question

I have two ISAs paying poor rates and want to transfer them to a new ISA which pays a higher rate. Birmingham Midshires allows transfers in to a new ISA and has a good rate but I was told by them this would then be my new ISA for 2010/11. I don't however want to pay my 2010/11 allowance in to this one because it is not the top paying ISA.
So, can I transfer my old ones in to BM's ISA and not pay any other money into it for the 2010/11 financial year and also open another ISA to pay new money into?
Sorry for the silly question, I just can't find the answer anywhere

If you are only transferring to BM and not paying ANY new money into it on or after 6th April 2010, you can open an account with any ISA provider for your 2010/11 Cash ISA allowance.0
