New phone contract for use abroad help please.

Ok so I am after a new phone contract, preferably with a new phone, it does not have to be a fancy phone, just have a semi decent camera in it. I only want to spend a max of about £15 a month on the contract and preferably only a years contract. However it needs to have the following, a minimum of 700 free texts a month (preferably more) and few freee minutes would be nice but not essential, but and here's the tough part, I need to be able to text Portugal within those free texts or for a very cheap price, is this possible at all?
