Water meter not working

Our meter has just been read and the meter reader said that the reading was the same as last time and she would report it. Now the bill has come and indeed the reading is the same and we are just being asked to pay standing charges
I guess there must be something wrong with the meter. Whose responsibility is this? Should we contact SW Water - the meter reader said they would report it.
It's a rental property and I texted the landlord to tell them what the meter reader had said.

the water company will replace meter for you, meter reader has reported it , meter is property of water company.0

just get it fixed by the water company thats your only choice tbh0

Had same problem, I would contact them to make sure they repair it.
They then said we'll take a reading over next 3 months to get an average of your usage and back date your bill.
I contested this as been away and also in hospital for a long period of time and said it would not give a true reflection on my usage.
In the end they scrapped my bill and started from scratch.

Thanks Steve for your helpful reply. That's exactly the kind of thing I was wondering about. I will contact them - and they won't be able to monitor future usage as it's a rental and we move out on 24 April :-)Downshifted
