That magic "upto" means you have no claim. The sync speeds you end up with from any ADSL depend on your phone line and the internal wiring. The only thing the ISP can influence (by making worse than the sync can support) is the actual download speed achieved.
10Mbps is a very strange speed to claim - wherw did that number come from?0 -

The operative words are 'UP TO',there is no ISP that can guarantee any speed as it depends on factors such as line quality and distance from the exchange, it is maybe that is the maximum speed you can get on your line.
You need to look at your router stats and see what your attenuation and sync speeds are to get an idea of the speed you are capable of receiving.0 -

To know if you are getting the best your line can deliver you need to post up your router stats - http://www.kitz.co.uk/adsl/frogstats.php Internal wiring problems can sometimes destroy an otherwise good connection.0 -
I have heard of a number of friends and acquaintances who have had difficulties with SKY broadband i.e. connection dropping and painfully slow upload and download rates. Those famous last words 'up to' mean ISP's can offer any kind of speeds below their highest transfer rates unfortunately.0

OP, you need to do all the internal tests first before blaming Sky (I assume this is a Sky LLU service and not Sky Connect?)
Do you have known good ADSL filters on all active extensions (this includes your Sky box)?
Are you running your speed test with the router plugged into the BT test socket behind the master socket faceplate? This will eliminate any problems with your internal wiring.
Are you running your speed test using ethernet, not wireless connection? This will eliminate any problems with your wireless connection.
Retest your line speeds:

and post the results. No free lunch, and no free laptop0
