The best non-Orange tariff would be
O2 250
250 minutes + 100 texts
12 months term
£30 per month
and the cheapest deals with these tariffs (via cashback) can currently be found at either E2Save or One Stop Phone Shop (click on retailer name to be taken directly to the relevant product page via a NON-affiliate link).
Details of offers
W810i clearance handset
cashback equivalent to 8 months free line rental
claimable in 3 equal parts after 4, 8 & 12 months
Outlays: £360 (12 months line rental at £30)
Cashback: £240 (3 x £80 claimable from retailer)
Net 12 month cost after cashback = £120
Net monthly cost after cashback = £10 per month
As these are clearance deals (usually customer returns within the first 14 days, checked over and sold with the full 12 month warranty) stock is, by definition, limited. These deals have a habit of disappearing just as quickly as they appear.
Jay1b's suggestion, apart from trying to circumvent the swear filters on this forum (the site in question was banned for a very good reason), doesn't really meet the OP's needs - the £100 deal only includes 125 minutes per month. The OP wanted 150-200 minutes. I would be willing to wager that the OP will pay a lot more than the £20 difference in cost in out of allowance charges over 12 months if his/her usage pattern is accurately described. For this reason, the O2 250 deal is most definitely the better option here.

I will stand by the link i first gave you.
£120... Which will equate to £10 per month. This isnt a reconditioned phone as the ones which Mutton suggested are, for example on stop phone shop doesnt guarantee the memory card will be include, and it doesnt come in the original box etc.
