to get the price promise do i have to buy currency from them, then tell them about the better price and get the difference refunded, or can i tell them about the better price first and just buy it at that rate to begin with?

I suggest you look at the Travelex web site which has all the details on it, as you would expect. Go here and click on the "click here for details".
Briefly, though, it says:If you find a better price offered by another foreign currency retailer (whether or not online), please contact us and we will refund the difference between the price paid by you and the more competitive price.
So you'd have to buy it first.0 -

I normally just buy it and then ring up the Thomas Global Exchange then e-mail the details to Travelex, once I've picked up the currency a cheque arrives in the post a few days later.2p off is still 2p off!0
