Surface Water Drainage Rebate/Refund

I haven't posted here before so sorry if this question has been asked & answered before.
My dad has just noticed charges for SWD. He says that his swd does NOT run into the public sewer but into soak aways.
He's seen that he can apply for a rebate but wondered if all prior years payments will be repaid. (doing his nut!)

SORRY, FOUND AN OLD BILL- ANSWER: only the year request for rebate was made.
I should have posted this in vents and rants!
