in Water bills
I had a water meter installed a few months ago, and have received the first bill on an actual reading. This shows we have not used any water. Checking the meter myself I see it is not moving. What obligation do I have to inform the water company? and can they charge me at a standard rate for estimated previous use?

You need to let them know, they can back date charges based on average daily consumption so the quicker you deal with it the less of a bill you will get.
As someone will review your "case" it is better if you made the effort and contact them as they will see that, rather then do nothing and then they find out ( and they will)There is a race of men that don't fit in; A race that can't stand still;

I needed to chase on several occasions, and they simply replaced the water meter. No back charges, no letter or phone call, just 6 months free water!0

it might not be that clear cut but I hope it is..Have you had a bill yet as if the meter was only just replaced you might find you have trouble 6 months down the line when they look to back bill based on your adcThere is a race of men that don't fit in; A race that can't stand still;
