Water meter not working - who is responsible?

We have just had our meter read and the reader told us the meter is not working as the reading is the same as last time
Whose responsibility is this (we are in a private rental) and what happens now?

The water utility company is responsible, it's their meter. Presumably the meter reader will report it, but as that's probably a 3rd party company, I wouldn't count on it-report it yourself.No free lunch, and no free laptop

They will probably get you to note your consumption over a couple of weeks and then use that as a basis to back-bill you for the period the meter has been inoperative - so keep your consumption especially low.0
