Water Bill but can't have meter

My son lives in a 2 bed council flat, there is only him and his partner, but he cannot have a water meter fitted, therefore is he entitled to reduced bills as he has to pay £303 per year which seems excessive as they are both unfortunately not in work at the moment?

    I think they can apply for an assessed charge,tell them to ring the water company and explain.

    around £28 a month actually isnt that bad, really, especially if they are at home all day together
    make the most of it, we are only here for the weekend.
    and we will never, ever return.

    what reason have they given for not fitting a water meter.?

    A water bill of just £300/year, between two of them, would be good going if they were on a meter.
