Water Bill but can't have meter

in Water bills
My son lives in a 2 bed council flat, there is only him and his partner, but he cannot have a water meter fitted, therefore is he entitled to reduced bills as he has to pay £303 per year which seems excessive as they are both unfortunately not in work at the moment?

I think they can apply for an assessed charge,tell them to ring the water company and explain.
around £28 a month actually isnt that bad, really, especially if they are at home all day togethermake the most of it, we are only here for the weekend.

A water bill of just £300/year, between two of them, would be good going if they were on a meter.0
