What can I do? Force9

I am presently with Force9 broadband. Well for the past couple of months my access has been very limited, apparently they have been upgrading the system so I put up with it for a while. Now most days I only have around and hour access, sometimes nothing at all. I have tried resetting my wireless router, I have had someone look at the settings on my computer and they seem fine. I have even plugged in the old router and still nothing. I have telephoned force9 several times, once waiting over an hour and a half until eventually my telephone battery ran out and I never got through, they were supposed to be looking in to it for me but as yet still no improvement. Once the guy actually put the phone down on me because I told him I wanted to cancel my contract, he said I had to go online to cancel, I said I couldnt get online so would just stop my payment, he said they would get a third party debt collector to me and I would also have a £47 deferred activation payment to pay. Anyway he couldnt give me the answers I wanted, I got a bit stroppy with him and he put the phone down on me. I wrote them a letter stating that if I wasnt contacted within seven days I would stop my payments.
Can anyone tell me where I stand with this, I know I need the mac key to transfer to another provider, I am just at a loss with this, I am paying money every month for probably an hour a day internet access, the customer service is total crap, that is when you can actually get through, it usually takes at least 3/4 hour, I feel like I am in limbo!!!!!

Realise your internet access is limited but there is an online complaint form regarding ISP's at:
http://www.ofcom.org.uk/complain/internet/
Alternatively by phone the Ofcom Contact Centre is 020 7981 3040.
Ofcom is the telecoms regulator. I would also write to Force 9 [never heard of them personally] by recorded delivery outlining your complaint and lack of connection which amounts to breach of contract on their part, give them 7 days to respond and put it right or cancel your DD. See what transpires. AFAIK a debt collecting agency can't do anything other than ask you for payment without a County Court Order.0
