That would quckly lead to an over-heat though that couldn't be controlled by adding air-flow while driving. The only thing the fan is there for is to add air-flow when you're stuck in traffic etc.could be knackered thermostat not allowing proper water flow around radiator thus preventing fan switch to detect coolant temp0 -

Fuse has got to be top of the list, if the fuse is blown then make sure the fans will spin freely by hand before replacing it as they can seize up. If the fuse is good then as others have said thermo-switch which can just be shorted out so the fans run all the time (as long as there are on an ignition controlled circuit.)
Be aware that fans can draw high current so whilst poking around with a paper clip will do for testing it really needs proper crimped connections for a semi permanent repair.
The thermo switch could be in the rad or it might be on the engine, the rad ones are only a couple of quid and easy to change so it might even be worth replacing it0
