Advice - water been turned off!

I'm not sure I'm putting this in the right place, or even on the right site but I know lots of you are good with the advice on here.
I've come home from work today to find I have no water. The first thing I did was call the water company who fair play to them did lots of investigating and actually sent someone round at 8pm to identify the problem.
The problem has actually been caused by the letting agents who have been doing up the flat above mine. A neighbour told me that they were removing kitchen units, and it seems they have turned off the external stop !!!!. The water company are not allowed to turn it back on in case there are open pipes upstairs.
So I am left without water, the letting agent in question is known to be very difficult about things so I have emailed them and told them in no uncertain terms I want my water back on tomorrow or I will be taking legal action. I will also call them until I can get it sorted. My landlord is also going to call them first thing in the morning, but I really don't hold out much hope of getting it sorted out quickly and in the meantime I have no water.
What I'm wondering about is who I would go to to report this, or look into legal action, maybe the CAB?? I obviously want some form of compensation, any suggestions on what I should ask for would be good, how do you work that sort of thing out?

I would of thought shutting off your water is a criminal offense.

Im sure it will be sorted tomorrow. Water onlt needs to be off for a hour or 2 when fitting a new kitchen. The fitters have just left it off not knowing that it is your mains as well as the empty flat upstairs. Put a note in the letter box saying you had no water and they will sort it im sure0

So how much compensation do you think you're owed? You're perfectly at liberty to pursue it through the small claims process. Just don't expect the CAB or anyone else to finance it though.No free lunch, and no free laptop

as someone has said not being allowed water is a crminal offence not even the water company can stop your supply....
Im sure this is just a mistake on the builders half. have a nice word with them tommorow and im sure it will all be fine..THE SHABBY SHABBY FOUNDER0 -

This is getting silly. Its a real pain having no water for the night im sure but I doubt the OP will get any compentation. Saying that if you book yourself into a travel lodge Im sure you will get the money for it. Realistically they are going to buy a bottle of water from the local shop and maybe go to work without a shower tomorrow.So how much compensation do you think you're owed? You're perfectly at liberty to pursue it through the small claims process. Just don't expect the CAB or anyone else to finance it though.0

I agree with you Steve.
It is more than likely a mistake.
Compensation is a civil matter.
A fine or prison is a criminal one.
