how to make a offer and how low can i?

I'm a FTB buyer and looking for a property looked at few properties..
now what next? how do i make a offer? in writing or over the phone?

And how low i can offer from the asking price?
Last week looked one they ask £209 500 how low can i offer? £195 000 ok? :confused:

    When we bought our present house, we contacted the estate agents and told them verbally over the phone.

    As to the amount - well I guess that is like asking how long a piece of string is. We wanted the house as it was a bargain (a part ex house) so we didn't want to lose it by offering less than the asking price.

    Ask yourself these questions:
    1. Are you paying a realistic price for the property - consider any improvements/modernisation that need doing
    2. How much can you realistical afford, and I (personally) wouldn't go as high as that
    3. What have other properties of similar condition/similar location sold for
    4. How long has it been on the market - a long time might indicate a problem with the house or that its overpriced.
