Amazed - Water Charges Lower than Last Year

Ok so l'm only talking about a difference of £1.82 but still was expecting the bill to rise this year.
Company: Anglian Water (Foul & Surface)
Period of Charge 1st April 09 - 31st March £266.99
Period of Charge 1st April 10 - 31st March 11 £265.17
Fingers crossed that when the Essex & Suffolk bill arrives it will be lower also
