I've arranged with Post Office telephones that anyone who dials my Dad and withholds their number is blocked from getting through. Their systems can't remove this block can they?

yes and yes and yes. BT sell the system. They dial out using another system so if they dial 141 then the number will still come up as withheld on your fathers phone but the phone will ring.
EDIT: usles info but i bet you also are not aware tht most land line numbers from the UK will show up on caller display in the US0 -
You could just ring from a phone box...I would have used my own initiative if someone would have told me to!0

Call the 0800 from a phone box maybe? It should be free and if they call the phone box that's their problem lol

One suggestion I read on how to handle these is to agree for them to come out. They make a special journey, knock on your door, tell you who they are. You could also be there to answer the phone calls on her behalf and talk about silly things with them to waste their time. Insist you believe the caller is your long lost deceased husband who also used to sell kitchens and make a big discussion out of it. Or ask if they enjoyed the most recent big brother series. Ask how their mother is after leaving jail. All that sort of crazy stuff just to waste their time and make them regret ever dialling the number.0 -
